Dont cut the first layer too thick! That is what my mom did for the same thing and it ended up pretty bad. Cut the layers pretty thin and not too far away from eachother in length, but make sure you can make the layers far away enough to get all the way to the bottom if she wants the bottom layer the length it is now. Try a razor to make the ends smoother, rather than scissors. Not a shaving razor but a hair razor. Good luck

make 2 sections: 1) from ear to ear(going over the top of her head, but make sure that the top point is the flat part on the top of her head, u can use a comb to see it, just put it against the point)
2)the back section: split whats left in the beck on the middle
take a section of the hair very top like a Mohawk , the very middle of her head, going from the flat part on her head to her face<1 inch wide>and pick it up , cut in making sure the hair is straight up and cut under the angle shorter by here face and longer at the top of her head. make sure that layer will touch her chin. take another section from the left side and bring it to the previous section and cut under same angle. repeat until hair is done making sure the section are 1 inch thick. repeat same on the other side.when done go to the back.again from the top to the neck slice a 1 inch thick section on the middle of her head and bring it up to the layer you cut on the top. again make sure you cut so the layer you are cutting in the back is a extension to the layer on the top. First do one side , drop it leave only the very middle- first layer you cut in the back and repeat on the other side bringing everything up. Basically it is like a giant Mohawk but it's not going with the shape of the head but instead from short over the face to long in the back

I would recommend haveing a professional do it. But of your are dead set on doing it yourself, cut the first section of hair to the length of her shortest layer, then bring all the other sections of hiar to that section(cut the difference). You're going to have to hold the hair straight up for this to work. Cut one section at a time, but always bring them to the shortest layer. Once you get to the last sections you may not have any more hair to cut, just trim the ends a bit

It depends how long her hair is right now.
Long layers will help her hair look fuller with more body.
I think the shortest layer should start in the middle of her neck.
You dont want them to start off too short!

take a section 1"x2", hold out parallel from scalp and cut straight, with a slight angle towards the head, while cutting up. Do this with the rest of the hair and it'll be layered.

If you don't know how to do it, DON'T TRY!!!! My aunt was going to beauty school and that made me and all my sisters and female cousins her guinea pigs. She cut my hair so short trying to "fix" her mistakes and I spent days crying in my room, thank goodness it was summer break and I didn't have to go to school.
