Call your local university. Often times they do studies on little kids and use them to teach their students. Its at least worth a try to reach the speech pathology program.
Good luck. My son would not talk and I was so worried. When that Labamba song came out in the late 1980's, he loved it and started singing to it and then began to speak.
First word "Lalalalalbumba. lalalalal." Next word OKEEE DOKEEY. We are not spanish either, he just loved the song.
Vincent, my son loved to sing. Sometimes singing helps bring the speech out in a kid. It works try singing something he likes or play a CD of a song he likes.

Do you might have an undergrad measure? Because speech pathology is a graduate measure and it's endorsed that you simply get a bachelor's measure in anything like linguistics and even detailed ed. I'd be glad to help you if you lived in NY. Anyways, why don't you start with the school district that you reside in? They should provide free services to children who qualify. If not, hospitals always have good programs.
