Go in to the doctors office your self. You have to wait 24 hours before they will release your records. You will your self receive the records then make them available to the correct person,in person,by fax,or per your attorney.
This is what I did to get my records.I too applied for disability and after 2 1/2 years won my case.

They can in some cases, like if you have a mental health condition that they think might be made worse by you seeing your records.
I think it might be in your best interests to scrape a couple hundred dollars together and hire a lawyer to write the doctor a letter demanding he release the records. That would probably scare him into doing it, or at least telling you why he won't.
Good luck

file a complaint with social security. They have to release the records to social security, they can not REFUSE to do this. Are they really refusing? Did you call them? Or is someone just dropping the ball and not doing their job? Call them and tell them that if they do not send the records to social security you will complain. I don't know if they have to release them TO YOU. But they do have to release to S.S. if they are requested by S.S.

I don't think so. They usually charge you for them but they can't refuse. I would call the office and ask under what pretenses that they are holding your medical records.

Absolutely Not. Federal HIPPA Laws, and well as State laws, compell doctors to provide copies. Call or write to your State's licensing Board.

You have a right to your records
the doctor has a right to charge a reasonable copying fee and take a few weeks
EDIT
DON'T file a complaint until you talk to your doctor
