Fiance is moving to the United States on a fiance visa. Checking to see if I can get a tourist visa for her to visit while waiting on the fiance visa to get approved.

Every visa application is different. It is sometimes difficult to get a tourist visa when the consul knows that you intend to immigrate. However, if you still have work, school, family ties, reasons to go back home until you're ready to immigrate later, you can sometimes qualify: we call that "dual intent," meaning that you intend to immigrate at some point but right now you are only going to make a short visit.

No, she can't come here but you can go there and in fact, you must make a visit there in order to process the K-1 fiance visa. At least that's what I had to do but maybe it's different for each state and country. Mine was between California and Germany.

No! Some visa categories such as tourist and student are single-intent visas which means that the applicant cannot have an immigration application pending to be eligible. Best to way til the K-3 comes through.

NO!!! Once you have that I129f process in place no other visas will be looked at. You have to go through the process and wait. Embassy will see you as trying to get to the US illegally if you attempt any other visa. Don't risk it. Call your local Congressman/woman that represents your district and they have a person that is dedicated to help with Legal immigration!

Hunny don't think your fiance can get it, because one of the requiremets for obtain a turist visa your fiance need to bring evidence that her visit is temporary and that they will return home after their legally authorized stay. But, Imigration laws always change so contant somone in imigration. that will be your best accurate answer.
