I hope I don't add to the confusion but let me add a little. The wording on the citation or accompanying letter (if you received something in the mail) is standard language from the court that advises you of a worst case scenario. In effect, the court says you received a ticket sometime in the past. When you got the ticket, there was a time limit - like 10 days - that you were supposed to contact the court and either pay a fine or sign up for a court date to say you're not guilty and explain why to the judge. Maybe you forgot or for some reason didn't do that. The letter says to either pay the fine (it probably says in the letter) or if you don't, then the only other legal recourse is to issue a traffic complaint against you to 'force' you to some day come to court and an arrest warrant (as bad as it sounds) is the mechanism for serving a complaint on someone. The smart thing for you to do is to contact the court and ask for a court date. Sign up for it. If you believe yourself to be not guilty of what the citation says you did, then by all means go to court and give your explanation. The judge may or may not decide in your favor, but the fine at that time will be far better than it going to a warrant. The worst case scenario is to ignore it and do nothing.

Well, the extra "Rs" indicate you're a pirate.

Aside from that, if you don't pay the fine, they'll arrest you and put you in jail.

Seems self-explanatory -- either pay the fine or go to jail.
