I love and miss him somethin' awful. We have a long history of ups and downs. Right now it's the downs that I keep thinking about. He's cheated on me, his family can't stand me, he always puts them before me -- which is understandable I guess to a certain point. He's always broke, he comes to visit me and doesn't have any money, even though he has a job and earns a decent income.... so I end up paying for everything. And I'm a full-time student living on financial aid! He didn't come to visit this weekend like he said he would because his dog was sick. So now I'm mad at him. Am I being foolish?

No, unless you two are in love with eachother and are planning to marry or spend your life together, than he's not worth waiting for. He cares alot about you obviously but you two have a life away from eachother right now. he's moving around doing his own thing, but maybe he doesnt mean to.
