I know just how you feel. If you want to keep your hair frizz-free, try a frizz repellant like Frizz-Ease spray or a shampoo that will give your hair gobs of moisture (Herbal Essences works well and has shampoo specifically for frizzy hair). Other than that, try to make sure you don't wash your hair too too much because it will dry it out. Hope this helps you!

You did not mention if your hair was curly, and how curly your hair is. If your hair is frizzy curly you don't want to cut your hair into layers. The shorter the hair becomes the curlier your hair is going to be as well as frizzy. If you layer your hair and your hair is frizzy, your hair will poof out. Now if your hair is straight, you won't have any problem with your hair being frizzy when layered.
I have been a hairstylist for over 35 years. I have worked with the curliest of hair. If you would be a little more specific, I could give you a more detailed answer.

Get a CHI iron they are expensive but do less damage cause they are ionic. Also get a good hair care system such as "Sleek Looks" by Matrix. It helps with getting and holding your hair straight when you use your iron. If you do this you will have straight hair for days. Do be careful if you are not going to get a CHI iron. You could cause more damage than you think by constantly straightening your hair. I wouldn't recommend ironing it all the time anyway. Deep conditioning treatments at a salon once a month and let it go natural sometimes just to give it a rest. Also make sure you get you hair trimmed every 6 weeks as it really does make a big difference in how your hair looks over time.

One suggestion is to avoid layers. My hair has enough natural curl that each layer will develop a mind of its own if cut that way. Bangs should require nothing more than a straightening iron though.

Pantene makes a type of shampoo called "Smooth and Sleek" it really helps with the frizzies. And helps to straighten your hair. They also have a matching smoothing lotion that helps. I straighten my hair daily. Use those products and your hair dryer with a big round brush.

It works beatifully for mine!
