After wandering a bit, I found hai, month of the pig, as the Chinese last month, and Phalguna as the Indian last month. Both are roughly in the Western late January, early February. There was an indication that both China and India use the western calendar for official government business.

December and I think the business community uses September as the last year. That is when they make all of their changes anyway.
