Ft. Bliss used to be the Home of the Air Defense Artillery, so there will still be that feeling in some parts. (The ADA has moved to Ft. Sill).
You are in a desert and it is interesting to see the east side of the Franklins, even more interesting when there is a dusting of snow on them. You are in Texas, but you are closer to Los Angeles than you are to Dallas and if it isn't in El Paso or Juarez, you have at least a 300-500 mile trip to find it. You are also at 4000+ feet above sea level on main post, water boils at different temperatures and so on.
Everybody says how hot it is, and it does get hot. But it also rains (and things can flood) and it can also snow. None of the Natives know anything about driving in either. The temperatures in the winter can start at freezing, warm to the 50s and then rapidly fall as soon as the sun goes down. You are also near Mexico and it was not unusual to find an illegal immigrant in your car port or storage shed. If something happens to the Mexican economy, it will affect El Paso greatly.
You are about 60 miles away from the southern most Ski resort in the Rocky Mountains (Cloud Croft) and some years the Apaches have snow and other years they don't. But the New Mexican mountains are worth the trip on a weekend. Same for White Sands National Monument. A weekend trip will get you to Carlsbad Caverns, Guadalupe National Park or the Gila Wilderness.
William Beaumont Army Medical Center was very good when I was there and I am sure it still is.
Have a good tour there, remember each post is what you make of it.

Just came from there two years ago, it is brown, not a whole lot of green grass or trees, there are some though. It does get hot yet in the winter it will get cold. I wouldn't suggest going to Juarez though, I heard that military personnel are not allowed over there anyways, it may depend on the unit and company though. We bought a home on the Northeast side, and it was nice. On Dyer road there is a Mexican restaurant called Victoria's, it's the best Mexican food, I think. The Cielo Vista Mall is nice, not sure if I spelled it right. I'm not sure on what to do with a one year old though. There's great shopping downtown, but careful how far you walk as you could end up walking right into Mexico. I'd rather be in El Paso than where we are now.

Haven't ever been there, but found these websites for you. Before our family moves to a new post I always look up the info on the particular post via thier website, and the MWR site for that duty station also. The first one is the Fort Bliss website. The second is the MWR website which should list some things available to you and your family on post as well. Hope this helps!

Find a local pool on base o r not and mommy and me kind of classes or start one with the family group....
Make friends there too
Myspace is a good place to go and find people specifically.
to fidn people in that area and things to do.
its TX. i dont knwo too much. but on base functions can be fun and if your religious church.

good luck

Also, if you plan on working, you better learn spanish.
