My parents need IRS documentation to show that they don't need to file income tax returns anymore, because they've already retired and receive only SSA pension and SSI benefits as their income, amounting to less than 10 grand per annum combined, for both of them.

Anybody out there knows specifically where in the IRS website it can be found? Or any other source?

Actually, I was able to get hold of Notice 730. This was what I needed. Thank you both, for your kind response.

I am not sure why you would need this. Even if your parents did not have to file last year, they might have to file next year. (What if, on a whim, your mom bought a lottery ticket and won $25,000?) So you can't really know that there's no need to file until the end of the year. Therefore, the IRS won't give you documentation that says they don't need to file.

That said, the instructions to the Form 1040 Individual Income Tax Return will tell you whether you have to file or not in any given year. See page 12 of the 2006 instructions here: http://www.irs.gov/pub/irs-pdf/i1040gi.pdf

Next year, the amounts will change, so they should check every year.


EDIT: Regarding the Ellie's reply, you can get a non-filer letter for previous years. However, that letter does not have any bearing on whether you need to file this year or any year in they future. The non-filer letter only verifies that you did not file for the year you request it.

Use form 4506-T (www.irs.gov) or call 1-800-829-1040 7AM to 10PM to ask for a non-filer letter. We send them all the time.
