Females can rate males based on the quality of their plumage, their color, and their overall "healthy" appearance. For the record, parrots don't have "willies" at all. The only bird species that have anthing even close to a penis are the geese, ducks and swans.

Funny thing is, people don't have visible willies either, given that the civilized ones keep them covered up, and women still know which PEOPLE to approach!

Well, from what I've seen with parakeets, the males approach anything that might vaguely resemble a female parakeet and they try their thing and whoever is receptive gets a good shagging. So theres not really that much thought process involved, at least with budgies.
