Adoption fees turn out to be much cheaper then a pet that is offered for free.

Why do you want free dogs? Are you feeding them to your boa constrictor or using them as Put Bull bait? If you're really looking for a cheap pet, go to the ASPCA shelters or look in the newspaper. But remember - a "free" dog is often someones problem dog. If the dog isn't properly trained, it can chew up your house and your stuff. If it's not housebroken, it can ruin your floors and your furniture. How "free" is a dog that does $1000 in damage to your property? Many "free" dogs turn out to be sick - how "free" is a dog that costs you $800 at the vet because he has Parvo or distemper or heartworm?
Even "free" dogs cost money to take care of. A full series of puppy shots is about $200, then $100 a year for boosters. Annual Heartworm test and preventative medication $80. Professional trainer $600 and up. Going on vacation? Boarding kennel $40/day. Spaying? $250. If you can't afford to pay for a good dog, maybe you can't afford to maintain one either?
A good, healthy purebred pup can easily cost $1000 or more because of the money that the breeder has invested in healthy and good-tempered breeding stock. Go to www.akc.org for a referral to a responsible breeder or a purebred rescue organization.

Just check the news papers. Dogs can cost a lot of money in that they need medical care, annual check ups and vaccinations. So if you don't have enough money to get a dog from a shelter or human society, then I would not recommend that you acquire a dog just yet. These places charge you only for the cost of having the dog neutered or spayed. That is a very important.

I think it may take you awaial to find that in NY city because NY city has mostly apparments and you are not allowed to have pets in NY city unless you dont have a appartment and have a normal house.If you live in the country and want to take a pet home with you from there the only place I would say is a pet store.

People should not give animals away for free, because they will end up as snake food, pit bull bait, or end up in a lab somewhere because of class B dealers.
If you are looking for a pet for yourself then you can check with your local animal shelter, vet, ASPCA, SPCA, rescue groups, or go to http://www.petfinder.com.
