Check the blue government section in your phone book to find it. Be sure to have a specific complaint to talk about when you call them instead of just describing general conditions.

Depending where you live, your city or town or province or state's department of health. They'll come in and do a check and if conditions are that bad, they'll be given time to clean up or be closed down if they continue.

Try the local health department. They probably had to get a license to operate, if not contact state regulatory commission for licensing of beauticians.
