Traditionally, adoption agencies could be religious-based because the religion declared (or assigned) to the child. Cross-religion adoptions can have unfortunate results. See Re B, [1995] Fam. 239 (link below).
But adoption agencies in the USA must be non-profit. So, what's in it for you? You need to find a charity or a private foundation that wants to sponsor your project.
That said, lawyers, especially in the South and in states like South Dakota that forbid abortion or have no (or virtually no) clinics, virtually sell unwanted white babies to the highest bidder, meaning well-off professionals from the big cities, irrespective of religion: Catholics, Protestants, Mormons, Scientologists, Unitarians, Jews -- they're all alike. (Muslims do not adopt: it's forbidden in the Koran although fostering is allowed.)
It's easy enough to start a church. Elmer Gantry did it, so can you, hopefully with greater sincerity. Churches have wide latitude to do things, including making money in non-business ventures, and taking contributions. An adoption agency affiliated, or part of, a church is the best bet.
Setting up a nonprofit agency and getting recognized for tax and other purposes as a charity is no big deal. You just have to limit your expenses. And your salary.

You need to find out the legal issues behind such an adoption. Is it going to be a not-for-profit organization?
I also agree with some of the things that others have mentioned. Before you get started on such an enormous project, you need to know what it's like to work for an agency. Ask people around - the treasurer/financial consultant, the president, employees - about what it's like, what their jobs entail.
Also see if you can get some government aid. Free money for what your project deals with. Be prepared for the enormous work involved with starting like this.

call goverment agencies to find out how to get it moveing cause i do believe that they would be the one financing the whole deal cause it causts money to put a foster kid in a home likt the parents in some agencies get a monthly salary that is not always used for the benifit of the child in most cases it rarly is it is used more primarily on the parents desires or the favorite in the home and the rest get shyt for real....... and it may not be excluding non christian children but some people feel beter with the lable of "christian" on it thinking that will meen that they r in better hands when in reality there is no diference except the child will be forced to practice a religion that they may or may not believe in ........ when it all comes down to it ..... when u r a kid u realy have no real rights and the constitution is a buch of bull **** that makes the rich feel better about them selves and makes it so they can sleep at night

Go to work for an agency, learn the ropes and go from there. Don't forget to check if there are any grants that you may qualify for to help get your agency up and running. Good Luck.

Check with IRS first. Any non-profit organization has to follow certain rules in order to receive that status. Also I assume you need to contact local social service agency since they will be involved in the process.

Adoption agencies are typically regulated by the government. I would contact your State government directly and ask what certifications and qualifications you need.

Online and books. You can talk to people who have dealt with them to or instead of starting one you can donate you time, money and effort to an already established one. Then when it's time God will set you free. He wont have you do something and not give you the training first.
