Parts which would cause significant downtime of the production process if they fail. Generally these are parts that are not readily available from a nearby source and which have a higher risk of failure or are prone to fail.
Technically on many machines that are parts that could fail and put the machine out of operation for weeks. Some of these parts are VERY unlikely to fail. Though they are critical to the operation, they are not likely to classify as spare parts because there is low chance they would be necessary at all and often a high expense too!
