I have been wearing gold hoops for a long time. This doesn't improve even when I go for weeks without earrings.

None of these prior suggestions will work for long, use only gold earrings..10 Carat Gold is fine..you can pick up some inexpensive small gold hoops for minimal cost.
These small fine hoops are great because you can turn them and clean the area.
you can also sleep in them and just forget they are there..
Not fashionable but the only solution, is gold

no hydrocortisone!! try wiping it with gauze and hydrogen peroxide, then applying the neosporin to the earrings and putting them on twice a day for 2 weeks

some times skin around ear after piercing become hyper trophic known as KELOID, no use of Neosporin if it is not infected. confirm the diagnosis go to dermatologist if it is Keloid intralesional injection of kenacort is best, other treatment are cryotherpy, laser.

The best thing to do is see your Dr. to rule out infection. It sounds like there may be some infection there, the topical med. you have used may have actually caused more irritation.Do see a Dr. because it could be more serious than you think.

Just in case, go see a dermatologist.
It could be Kroeber's reaction, the beginning of Psoriasis.

I'm not a doctor, but I do have psoriasis myself and it's no fun.

Just try some moisturizing lotion and alternate that with calamine lotion available in Walgreen, Longs. This should help.

Make sure your earrings are nickle free.
Sounds like you are having an allergic reaction.
