There is no good answer here my friend. Yes! You can install Windows 2000/XP on an older Windows 95 system, but those older operating systems use a FAT (File Allocation System) to organize data on the hard drive. The Newer Windows operating systems use NTFS (NT File System) which is not compatable with the older FAT system. To install any Windows Operating System beyond Windows ME (ME, 2000, or XP) you will be requred to reformat your hard drive and install the Operating System from scratch.

Another consideration would be hardware limitations. Windows XP needs a minimum of 256Mb of RAM, which was not necessary on the older Windows Operating Systems. Yes, all things are possible, but before trying to upgrade, you may want to examine all possibilites (including ordering a new system with Windows pre-installed). The expense of all the hardware upgrades to make it work may exceed the cost of buying a Dell.
