Being an outside dog there is no telling as to what is wrong with him. Outside dogs get parasites and diseases far more than indoor dogs do. A trip to the vet is a good idea. Oh, also, dogs love milk but most of them are lactose intolerant.

If the dog is drinking, its still a good sign, but you really need to get him back to the vet. Hopefully he hasn't ended up with anything really bad. If the dog is not drinking and is seemingly sluggish, getting dehydrated at a rapid weight, however, it could be parvo, in which there is very little you can do. But thats kind of an alarmist thing. ( I lost 3 dogs to this as outside pets, it carries in the dirt).
Just keep up with your vet, and make sure the vet checks him out more thouroughly.

Our dog (Newfoundland) stopped eating recently as well (but he is still drinking). We found 2-3 small white bumps in his mouth that looked like cauliflower - this is what was causing him to not eat. These bumps are viral papillomas and are very painful to the animal. Try checking your dogs mouth to see if there are any sores or bumps.
Also, the heat can really hinder their appetites. Try keeping the dog inside the house if it is cool and see if his appetite increases.
But, all the advice in the world cannot give you a definite answer as a vet can! Call the vet as soon as you can...

We can't diagnose him. Call your vet and tell him that the dog is still not eating.
And consider keeping him inside more - dogs like company, not being left in the backyard.

Try mixing something in the dogs food, my cousin has a german sheperd and she wasnt eating so they put eggs in her food and now she eats fine, if this does not work, your should talk to your vet.

sometimes dogs wont eat because of heat and that's ok as long as they are still drinking water. if your dog is not eating and drinking he is probably sick. take him to the vet if he didn't eat in 2-3 days even if he is drinking.good luck.

First off I would never give a dog milk that alone could make him sick. Maybe he has worms, heartworms etc. Take him to the vet! pronto!
