I was a late bloomer, 14, but I wanted a bra before that, probably around 12.
There's a book called "All About Me" from the American Girl series. It's great for age 9 & up. It talks about bras, shaving, hygiene. Girl stuff!

It should be her choice to decide when to wear one
It does not go according to age. It goes according to size. When she first starts developing and they look like bee stings then she does not really need a bra. Once they are bigger than this, and are needing to be supported, then it is time for a bra.
When a young girl gets her first bra, it can be a big thing for her. She will feel like she is grown up and no longer a child. It is all part of normal development from child to teenager.
Let her decide when she feels she is ready, unless of course she is needing support and not wearing one, then only should you intervene.

Whenever they start needing the support. I was in the 6th grade when I started using a bra. I believe I was 12 or so. I developed early, some girls won't develope until later.

You should buy them a bra when they start showing signs of developing breasts. Even if you think they're "too young", she's better off with the support she'll need right from the get-go.

Every girl is different, some needs one earlier than others. If they want one just because their friends is wearing one but they dont need one yet get them an athletic bra that has no cup size. Dont let them wear padded bras.

i don't think theres a set age as such. its a case of when she needs it get it. i mean i developed quite quickly and was wearing a bra at about 9/10 years old.
if your daughter is starting to develop breast then i suggest you fit her with a bra to save any embarassment on her part as if she has breasts and many of the other girls don't then in situations like getting changed for PE she could end up developing quite a complex about her body.
its better to start earlier rather than later to ensure she still feels comfortable and confident about her body
