If it's an upper respiratory infection it is going to have to run it's course. Which is about 10 days. Does the cat go outside? Where did it get this cold? If it's an outside cat then it most likely has a URI. If not and it hasn't been to a groomer then it's possible there could be other causes. My persian had a tumor in his head which caused these symptoms early in the game. Is the cat running a temperature? You really need to take it to the vet so they can prescribe some antibiotics. They may also have you use baby neo synephrin (SP?) But do NOT use this without them telling you it's O.K. Cats eat by smell so buy it some cheap stinky canned food. Hope this helps. Sorry no miracle cure. If anyone gives you advise as to medication over the net please do NOT do it. That is dangerous. NO one can diagnose over the net.

See your vet you haven't already seen them for this problem to rule out cat flu and similar viruses, even vaccinated cats can get it. They can prescribe some cat specific sinus medication (don't use over the counter drugs) to give your cat, they can also prescribe cortisone and antibiotics if necessary.

As a temporary solution, you can use some normal saline, 1 tspn to half a liter of boiled water which has been COOLED. Use an eyedropper (you might need help for this part) and put two or three drops into the nose. Don't use this often as too much salt can be toxic to cats. Also, if you have it Vick's vapour rub (the stuff you rub on your chest when you have a cold) held under the nose can help to alleviate symptoms but they don't like the smell and please don't get it on the cat.

This is common with Persians since some idiot decided they looked good with disfigured noses, poor things. You ned a vet, soon, as throat infections and stomach infections may follow, because of all the infected bacteria-laden mucus going into his gut and your cat having difficulty in breathing is doing him no good at all. When a cat refuses food, he is really ill.
