If the race was run in GB contact Racetech. They are responsible for filming all the races that take place in GB.
Attheraces and Racing UK probably won't be able to do anything for you as they just broadcast the pictures which are provided by Racetech.

This website has a listing of all the tracks in USA. Just click on the track link, and it will send you to their website. From there you can find out the tracks phone number and call them, or you can just try sending someone there and email with your question.
