The animal welfare league desexes as early as 8 weeks, you need a vet experience in juvenile neutering. Otherwise, have it done at 4 months, most vets will do it at this age, before the testosterone has a chance to take full effect.
The smell, is it his urine? That will change upon neutering. If it's his poo, have you changed his diet from what he was on? If it's not runny and there are no other symptoms, that's likely the cause. If it's his coat, you can bath him with a little Dawn or baby shampoo.
For the 'vet tech' that said that there is no vaccine against FIV there is, but like any vaccine, if the cat already has the virus, it's useless. FIV positive cats can live for many years, especially if they are given prompt medical attention when necessary & supportive care. A quick check of the kittens gums will tell you if he has this condition as it causes ulcers, gingivitis and stomatitis.
A positive blood test doesn't necessarily mean a cat has FIV, if it's been vaccinated, it will show a positive result as well.
Felv, or feline leukemia prognosis for kittens is poor but death usually occurs within the first five days.Cats who survive past 5 or so days will usually pull through.

How old is he? The first thing you need to do is take him to the vet and have him tested for felv/fiv. This test should cost about 30.00. You really want to do this first because if he has either virus you may want to rethink your options. Both are highly contagious and there is no cure for either one. Felv (feline leukemia) has a vaccine. FIV does not. You also want to let them check a stool sample to be sure the kitten doesn't have intestinal parasites. The vet will also check it's ears to be sure it has no ear mites, or infections. It is very unusual for a kitten to stink unless it has an infection somewhere. This should be addressed as soon as possible. Of course I am not there so it's also possible the kitten rolled in something. Either way you need to take it to the vet. While there the vet can tell you why it stinks. As for neutering... you can neuter it any time from 10 weeks of age on. Shelters neuter them early simply because people stopped bringing them back for neutering after adoption. It's common to neuter them around 6 months when they are already in a home. Neuter him before 9 months so he doesn't start marking his territory. I know this is more than you asked but hope it helps.

I'm not sure why he stinks but if it is anything other than him just being dirty, I would take him to the vet.
Also, you may want to rethink not having him neutered. Male cats will spray (basically mark their territory) if they are not neutered or are not neutered young enough, and it is a real stinky mess. Also, when they aren't neutered, they tend to wander and if you cannot keep him from wandering and he is breeding other cats, it would be very irresponsible of you as a pet owner.

I had a male kitten who had been taken from his mom too soon and he had some grooming problems. So, we filled the kitchen sink with tepid water (about 102 degrees F, cat body temp)
and bathed him. He learned to so love his baths that he'd jump into mine!
A word of caution: wet cats look really funny. Don't laugh at them; they have no sense of humor about these things!
The vet will know when to neuter him. The sooner, the better, don't let him mate: the world does not need more intentional cats, and mating really beats up tomcats.

at about 6 months is a good time to get him neutered. If the kitten will take to a bath you can get some kitten shampoo and give the kitten a bath. they also have powder that you can sprinkle on your kitten and brush through. Nature's Miracle has this spray stuff that is supposed to deodorized and cut down on dander, you can spray it directly on the kitten and rub in or spray it on a paper towel and rub it in.

i had a male kitten once. he stinked also, but that's because he was marking his territory, a.k.a, the furniture. so your kitten is just marking your house as his own. you can ask a vet when to get him neutered.

should be neutered between 6 and 9 months...take a warm wash cloth with some kitty soap and just wipe him down if you feel you can handle giving him a bath do it in the sink so he isnt too scared and be very gentle
