Is RAMPART an acronym? If so, what does it stand for?

It's Rampart, and it's simply the name of a street in Los Angeles. One of the LAPD Patrol Divisions is named "Rampart" because it is located on that street (actually at the intersection of Rampart and West Temple). The Rampart Division patrols areas of LA like Echo Park and MacArthur Park. It is part of the Central Bureau of the LAPD.

It is known as one of LAPD's busiest patrol divisions, and it is the division in which a scandal occured several years ago.

Several LAPD Divisions are named after streets: 77th, Devonshire, Foothill... but not all. There is also Central, Harbor, Hollywood, Valley...

Rampart's popularity may have resulted in other police depts using the name in some way, but I know of no circumstances. It would be rather silly anyway, since it is only a street in Los Angeles.

Rampart is a division of LAPD, which gained some noteriety back in the 90s due to the actions of its anti-gang squad. Some other departments may have named divisions after the LAPD, though it doesn't appear to be a common practice.
