He is so sweet and gentle but he looks longingly out the picture window and I feel guilty but I want him to stay safe and hang out with the other two cats I have. How can I make this easier for him?

Most cats will lay at a window or glass door for hours at a time. It's kind of liked watching television to us this is very natural. One thing my cats enjoy I put a bird feeder in view of the window they look out of. I have a cat that was an outdoor stray I adopted from the SPCA and she is fine in the house. It was that cat's lucky day when you took him in....

If you want your cat to be an indoor cat but you think he still wants to go outside then maybe a few times a month bring him out and you can keep an eye on him then after a few minutes bring him inside. Also you can give him grass to chew on cats love that. Don't worry about him looking out the window just about all cats do that probably because they like the sun not that he really wants to be outside. Good Luck with the transition.

If he hasn't been neutered, get it done as soon as possible. The main reason cats want to go outside is because of their instinct to mate. All cats love to look out of the window. Don't feel guilty about keeping him indoors. He's going to have a much longer life by being an indoor cat. I bet he'd choose a family and a warm home over the alley life anyday!!

Make him a kitty TV/safe place by putting his favorite blanket or a cat bed on a surface just high enough so he can see out the picture window and defend his position from the other kitties.
Don't let him outside.
Give him a little extra attention, but don't neglect the other guys.
Enjoy your new cat.
Is he neutered? He should be even if he's an inside cat.

The first step is to neuter him if he isn't already, that will make a big difference. Looking out the window doesn't sound so bad, he could be crying nonstop or climbing the screens, so you are lucky!

Make his indoor environment as stimulating as possible, lots of toys, scratching post/kitty condo, planting cat grass in a pot. Good for you for wanting to keep him safe!

Say to him whenever he goes to the door or such, "No, honey you are an indoor kitty now. I love you and want you always to be safe here with us" or somesuch little spiel.

This is as much for you as for the cat. Just like dealing with youngsters, you are the responsible person and you have to set limits on where they go. It will help strengthen your resolve and reinforce the wisdom of your decision.

Sounds crazy but get a large under the bed storage container and plant a bed of grass. Keep it in the sun under the window. You may find they all want their own.
