Who says he can? According to many religions god is everywhere, therefore he doesn't actually exist in any sense that we would consider 'a form'. You might say he is everything and he is nothing. If he exists that is.

On this planet he only form he can take is HUMAN.
Why is it that people don't understand that 'him' will be 'born again'?
We'll know at the END. Find the 'ONE'.

Gospal of Thomas18:1 The disciples said to Jesus...
"Tell us... how will our 'End' come?"
Jesus said..."Have you found 'The Beginning' then...
that you are looking for 'The End'?
You see... 'The End' will be... where 'The Beginning' is.
Congratulations.... to the 'One'... who stands at 'The Beginning'...
that 'One' will know 'The End' and will not taste death.

Revelations of Jesus5:14 The Faithful and True Witness.
'The Beginning' of the 'Creation' of God.

2Peter3:42 And 'where' is the promise of 'His' coming?
For since the 'Fathers' fell asleep...all things continue as they were.
'From the Beginning'... of the 'Creation'.

Psalms92:6 A brutish man knoweth not, neither doth a fool understand this.

"From the Beginning" by Emerson, Lake and Palmer

"There might have been things I missed... but don't be unkind.
It don't mean that I'm blind.
I says a thing or two...I think of lying in bed.
I shouldn't have said... but there it is.
You see it's all clear... you were meant to be here.
From The Beginning.
Maybe I might have changed... not been so cruel.
And I've been such a fool.
Whatever was done...is done.
I just can't recall... it doesn't matter at all.
You see it's all clear... you were meant to be here.
From The Beginning."

Where do you get that God can only take on one form? Actually God has taken on many forms. Just to name a few he is the Father, Son, Holy Spirit, He appeared at the Jordan River when Jesus was baptized as a Dove, he came to Moses as a burning bush. So where does one form come from. That's 5 right there. God can do what he wants and be in the form of what he wants to take. One form that's funny.

I don't. I think the Creator of deserts and oceans and the platypus and thousands of varieties of insects, the Ultimate Artist, can take a multitude of forms. I think it's humans who aren't very creative. (And look at the all the different ways humans have envisioned God or Gods, speaking of that!)
