Another option would be to download and install GIMP (GNU Image Manipulation Program). It's near as good and is available to download for free. If you choose to try GIMP, don't forget to install GTK+ 2 Runtime Environment first, before installing GIMP.

Legally not for free, but you can get it cheap on ebay. If you want to buy it outright try nothingbutsoftware.com or sofware-blowouts.com

Photoshop Elements is a pretty cheap alternative to regular Photoshop. It's a little bit watered down, but still pretty powerful. You can get that for like $50.00 or cheaper if you look hard enough.
