If you had a 12 volt (really13.8v) power supply that could provide enough current then yes. The power supply would have to provide some where in the 3 to 10 amp range constantly and be able to peak up in the 20 amp or greater range depending on your Car Amplifier. You would want to use speakers with a 4 ohm impedance. Realistically by the time you found or built a power supply that was capable of this you may have well as bought a receiver.

You probably can with a power supply converter, but in order to get true surround, you need at least 5 channels of amplification and an outboard surround sound processor (which is very costly in mobile applications). As hogie0101 mentioned above, it would be a lot cheaper to get a home receiver.
