A woman made a complaint with my local PD by calling them from new york im in new jersey and she is in new york. can you do that?

You failed to mention what the complaint was about. Yes you can file a complaint across state lines.

If you were there and did something to her, then I don't see why she can't complain against you. If you don't know her and didn't do what she says, then it is up to you to file charges against her for filing a false police report. Now, from what I know, that is illegal and she can't do that. I would start looking into her allegations and find out if they are true or not. Good luck with it.
