The biggest thing is going to be how long do you want to keep her hair? Thankfully, it sounds like you are making an effort, and that's more than I can say for a lot of the long-haired-dog owners I have seen.
There are two types of brushes you should have:
A slicker brush

and a metal comb

When you brush her, use the metal comb first to get the tangles out of her coat. Pay special attention to her collar area, her "arm" pits, behind her ears, her hips, and her rear end. These areas tend to develop mats, those big tangles, the most. Make sure that, if you are keeping her coat long, you comb her every day.
Once you have combed her, then use the slicker brush. It's very important, though, that you brush her properly. Start at her rear end and, working your way forward, pull her hair back against the growth and brush it out. (I hope that makes sense!) That way, you are brushing her coat all the way down to the roots. So often we have to shave dogs down because their people were brushing them improperly and the dogs were still being matted.
Now, for the health and comfort of your dog, if you do not want to keep up with the coat maintenance, then PLEASE! get her shaved. Allowing a dog to remain matted is extremely painful and can hide or even cause medical and skin issues. If you ever need a powerful reminder, go to a PetSmart on a Saturday and watch the groomers. At my store, we have at least one severly matted dog come in each Saturday, and to watch the grooming process for these dogs can be painful. There have been some situations that have brought tears to my eyes, the dogs situation was so severe.

Your puppy doesn't need to be brushed twice a day. I've had dozens of long-haired show dogs and, except when blowing puppy coat, they get brushed once, perhaps twice, a week. You need a good quality pin brush to line-brush the whole dog. If you don't know the technique, get someone to show you how its done. If you line-brush the dog, you're getting right down to the skin and not making the mistake a lot of people make, which is leaving the mats next to the skin. You also need a small slicker brush which is used ONLY to tease out mats. You have to be careful with this brush because it can scrape the dog's skin, be gentle. A wide-toothed comb is optional and only used to "finish" the dog by using the comb to check for any mats you might have missed.

Since my pet peeve has always been people who get beautiful long-haired dogs because they are beautiful and then cut off their hair because they're too lazy to groom them.

So I love your question. You need a good quality pin brush for grooming the over-all dog. For mats (and you'll get a few) get a small slicker. Only use the slicker for mats and be gentle with it because you can cause slicker burn with this brush if you're rough with it. Some people like to use combs to go through the dog after brushing but I've never found it necessary.

I bred, showed, groomed and trained afghan hounds for a lot of years, and after that had a bearded collie with a side coat down to the ground so I love looking after long haired dogs. If you brush her once a week you shouldn't have a problem keeping her coat looking gorgeous.

Hello : I have 2 - 7 yr old Shih Tzu they loved to be brushed . .
I use just a ordinary pet brush > one side is soft bristles and the other side stiff bristles > purchase anywhere that sells pet supplys
for 2 to 5 dollars .. Good Luck / O'WyleeDawg

* Shih Tzu hair so fine and silky it messes so easily after being brushed are combed / to keep it looking good i suggest to give a bath every 3 r 4 days mild shampoo ..... regular visits to the groomer * you can speak to the groomer about a hair spray thats available for dog shows .

* i know it can be frustrating at times after i brush my Shih Tzo
they look adorable for about 2 minutes ..
soon as i put 1 down on the floor the other 1 is waiting to pounce
on her they play all day . 2 - 7 yr old females.. couple of clowns
and to boot those 2 are sisters and act like spoiled puppys.
I love them both dearly they loved to be cuddled and rub their bellys. they are absolutly wonderfull doggies.
