If he is in a state prison, he won't get anywhere. A person sentenced in one state stays in that state -- unless another state arranges to come get him for another crime. And even that is difficult. And the first state would typically get him back when the second state is done with him. If he is in a federal prison, there is a slim possibility that he could be successful. But the bottom line is that prisoners do not get a choice of where they are housed. The prison system makes those determinations based on the nature of the crime, the type of person that each prisoner is (first time felons with no violent crime tend to go different places than multiple violent felons), and where they have beds. As to why, you'd get the best answer by asking the inmate. Some want to be in a warmer place, some want to be nearer family so they can get visits, some want to get away from certain other prisoners (or guards) where they are, some think another facility will have more resources or has particular programs. Some make such requests just to be a pain in the butt.

Only if the inmate is a federal prisoner, not a state prisoner. Even then, an inmate can only get a transfer for good reason such as being subjected to gang violence, etc.

If he is a state inmate, no. If he is a Federal Inmate, there's a SLIGHT possibility, altho transfers are always decided based on the needs of the Bureau of Prisons.

were was the crime commiteed when he was caught?? was he convictedd from the state of florida or new jersey?? were ever he was caught convictedd,thats were he will serve his time etc, you have no choice in the matter once your convictedd in another state and your from somewhere else unles hes awaiting ial like from hos home state on more charges, etc, they arent runing a travel agency here r a grey hound bus service if he was caught in another state for something, and lived somewhere else, they wont move him another thing is if he owned property there, and bank accounts or personal property i hope someone out there is taking care of this stuff etc!1

NO, if they are in the state system, they will remain in that state unless they have time to serve in that area.
If they are in the Federal system, they can make some requests, but they are not normally honored
