Depends on the vitamins. For instance, it is best to take breaks on vitamin c--if you take it every day all the time, you can develope vitamin c dependence, so that if you stop taking it you will have symptoms of scurvy. Skipping a day once a week is a good plan.
However, vitamins are necessary for survival. If you do not get sufficient nutrition from your food (which most people do not) it is necessary to supplement. Just be careful. Vitamin A palmitate stores in your liver and can cause illness in large enough doses. Beta caratene taken in pill form, rather than from natural food sources, has been shown to increase the risk of lung cancer.
Do some reading and research and take vitamins as needed, not just because you think you should take vitamins.

You actually should eat a well balanced healthy diet and this should give you all the vitamins your body needs. If you are taking a one a day type vitamin you should be okay. If you take single vitamins I would be careful becuase the non-water soluble vitamins can become a toxin in your body, vitamin A & E.

Yes.
Like everything, moderation is the key. Everything can be toxic/hazardous to your body if you overdo it. Vitamin C it known to mess up your digestive system and even calcify your arteries if you overdo it.
