I am relocating from Germany to California and would like to take my 2 cats in the cabin with me, not put them in cargo if possible!

why not?
it's not like 10 years ago, nowadays they have a pressurized area in the cargo-hold, where your cats might have a much more relaxed journey then they would when in a tiny bag under a seat with tons of strangers doing weird things... that's a lot of stress for them during the whole 12 hours!
while in cargo, it's stressful for the first hour, then it's just them in their really large cages... they'll be fine! though it's more stressful for you, picking them up at the baggage claim after all bags are out ;-)

There are several airlines.

Lufthansa has NON STOP flights from Germany to Los Angeles. They accept animalsin the cabin for a fee. A limited number of animals are permitted on each flight. (So make your reservation ASAP!) The maximum weight for the animal including the carrier is 18lbs/8kgs and may be a maximum of 55X40X20cm or 22x16x8in.

don't take this wrong....but I really hope I'm not on that plane. I know American Airlines will let a person take an animal if it fits under the seat and only 2 animals total inside the cabin; so you'd need to make sure to book well in advance.

Although two pets are allowed in the main cabin of most airlines, they cannot be in the same carrier in order to fit underneath the seat in front of you. So, unless you have a friend or relative traveling with you (who could place one underneath their seat) you would have to check one of the pets in cargo.

Cargo is the way. I am a lover of animals...and it is the most selfless thing for the cats! I know you would feel better with them next to you but they will be much better in cargo!
