After a slightly late night party one of my neighbours knocked on my door and asked us to turn the music down, we apologised and aid we would turn it down.

Obviously he'd been building up a bit of a temper while thre music was pretty loud and he started mouthing of a bit flashed his warrent card threated seizure of the equipment within 5 minutes then left.

Is he allowed to use his warrent card in such a way?

I would have thought if he was going to use that he would have to be a police officer to the letter, not swearing or using random threats.

A police offer in that situation is not on duty. They cannot perform arrests, searches or seizures. In addition, you cannot be convicted of assaulting a police officer if they are not on duty.

Technically it is misfeance in public office, but you'd never find someone to prosecute.

If he does it often enough it is harrassment though.

what the hell is a warrant card. warrants are issued by judges not just a card. A warrant allows the officer to look for and seize certain items. there would not be a warrant for you problem. the cop was trying to scare you. just turn the music down next time

No, this is a misuse of privilege.
On the other hand, in the case of someone demanding information or access, it's not a can, it's a must. Just like the gas man. The trick is to get in first and demand. Preferably before he decides to shoot you.

If he is off duty or if he is not in uniform he may produce his badge or card to prove that he is who he said he was.
Of duty yes he may make a citizens decision. Whether he gets paid working off duty is another entire matter.

A police officer can flash his warrent card whenever it is needed in a situation when he/she is not on duty...

A Police officer can swear at you when he is not on duty! And he can (and should) use his Warrant card whenever he needs to, even when he is off duty.

just take on this thought, coppers are power mad and bent. they are a danger to the public and totally untrustworthy. put someone in a uniform and they have a whole new persona. coppers can do what they like , when they like and get away with it. be afraid, be very afraid!
