There are loads of reasons why a british overseas citizen cannot live permanenly in the UK, but to have your question answered with the correct answer you should write to the home office in London and ask them directly, as each case if different.

Because there are too many of them. You may still be able to acquire the right to remain in the UK even thought it's not automatic.
