Well, you already know each other and are legally of age. So, if you feel you're on the same page about all the important stuff, and are able to take 100% responsibility for your decisions and actions, and you want to really put her first (above everyone except God) and make a permanent commitment to her, then by all means, go ahead and propose.
But do make sure you've really taken care of everything I mention here before you do it: permanent, exclusive relationships - where you are with her and only her as long as you are both alive - do not happen by chance. They take intention and work. And above all, looking to God to join you together.

If you propose your likely to scare her away dude. Just be easy and take slow. Go out for awhile and see what happens when your freshman year of college starts. Thats a very dangerous time for relationship because both partners are separate and more oppurtunites arise. Take it easy bro. trust me.
