Not yet :-(
It is scheduled to be completed in 2008 but at the rate various people drag the work to the courts probably not before 2018

Dont despair....the answers so far seem less than optomistic, but they sound like where I live also...lots of talk of action over construction, but little real results...

Do you expect such things to get completed in this tired ,overhyped, city where helplessness of people is called "spirit of mumbai".
