The simple answer is that they are gasoline powered cars with an under size engine for the vehicle. When there is a heavy power requirement such as accelerating or uphill, an electric boost motor kicks in to provide the extra power.
This short duration high output electric motor is much smaller and requires a smaller battery than an all electric car. Braking power and power generated while going downhill are sent back to charge the battery as well as being charged from the gasoline engine. It does not require plugging it in for recharge. The under size gasoline engine easily powers the car at highway speeds without help from the electric motor and gets great fuel economy.

If you are in an accident and need to be rescued by the "Jaws of Life" there is a BIG chance of you and your rescuers getting electrocuted.
Hybrids are expensive and not easily available. Hybrids are not efficient on the highway as the battery stops working and the gas takes over.

BUT, they make GREAT speed bumps!
