I was always fascinated by pigeons and their beauty and now I have decided a want a pigeon as a pet for myself... before getting a pigeon I wanted to Ask if pigeons really make good single pets ?
Are loyal to their owners? Do they fly away and never come back if taken outside like parrots? I only want a single pigeon as a pet and I am not interested in keeping flocks or a large number in aviaries...
do pigeons really get attached to their owners ? do they return the love to their owners ?
please tell me all this... I am curious ..

If you want a pigeon to come back, then they have to know the outside area as well and be settled to it. If you have a bird in the house and then just take him outside and he spooks, the chances are that you might never see him again.

If, on the other hand, you have that area as mentioned above, and the bird is settled to your place, then yeah, it will return. You can also train them to land on you. Just remember to provide the bird with what it needs for food, grit, etc.

While any pigeon can do this, since you don't have the bird yet, you might want to consider a breed that doesn't fly as well either, if that's a concern. For example: A Frillback; a Swiss or French Mondain, etc. http://www.swissmondaine.com/

Enjoy

To answer your question and then some… There might be city ordinances against feeding birds, etc. If you live in a community there might also be some rule against having pets in general, but there are no federal regulations prohibiting pigeons as pets. You also have a better chance of catching the Flu by going to a movie than you do of catching anything from a pigeon sitting on your shoulder for days, weeks, months and years on end. I’ve explained this one to death in several other answers but check out the Center for Disease Control for more information on this.
