Just the other day I had my wallet stolen with my CA driver's licence inside. I am currectly on temporary work assignment in London, United Kingdom and need to get a duplicate licence issued, as I come back to the states fairly regularly and need to be able to drive legally. I will be back in California in a few months for a week, during which I can go to the DMV and apply for a duplicate licence. Will they issue me a duplicate licence? Will they send the licence to my temporary address (since my current apartment is being subleted and mail forwarding is very spotty)?

First of all, you won't be able to do it over the phone. You would have to wait until you came back to California to do it in person. After you followed the procedures here:
http://www.dmv.ca.gov/dl/dl_info.htm#2501
, then the license would be mailed to you (not handed over the counter at the office). It can take anywhere from one week to 4 weeks, or more. The license will always be sent to the mailing address, which is the address that shows on the license.

There's two sides to every answer, one side no they will not duplicate your license and send it via the mail to you; how ever on the otherside if you call the DMV (1-800-777-0133), and tell them you need to talk to someone about the situation, they can give you the phone number, I believe it's issuance that deals with this (it's been awhile); any way there is a paper attachment card, no picture that they can send you and you put that in with your military id and that should hold you over until you can get back to Ca.
Sorry this only works for active duty military!

With a police report filed you can apply for a duplicate of your license. The drivers license is an official document. If you go to DMV while home they should be able to hand it to you, with proper ID. Do report i to the embassy and ask for help there too.

If you get official papers stolen get a police report and go to the nearest embassy. I'm not sure a drivers license is that official but the thieves could rob your bank account or get some huge phone-bill at your expense with it.

Cover your a$$ and worry about getting one back later.

Not anymore.

Recent laws make it impossible if you are overseas. But you can contact the US Embassy and they might be able to help you (extensions).

Good Luck
