it is in svcd and need to convert it to something that will work in a dvd play and i need to conver the file for free

You should've gotten a more functional DVD player. SVCD is mpeg2, just like DVD, so many DVD players are able to read both (see videohelp link below). Some DVD players will read SVCD if it has a VCD header, in which case you can re-burn the SVCD with a VCD header using the vcdeasy link below, which doesn't require re-encoding and will thus preserve the quality of the video. Otherwise, if you have a very strict or primitive DVD player (actually, the expensive DVD players are likely to be annoying, and the cheapo/knock-off DVD players are more likely to support SVCD), you'll have to re-encode things (see the doom9 link), and that will reduce the quality of your video.

use Nero CD Burn, choose the " make a vedio Cd or DVD" command.

use NERO, if you have a CD WRITER, you must have this program for free.
if not.
