Don't police cars that are doing speed traps on the highway or "hiding out" looking for trouble to come their way have to at least have their parking lights on to give someone a reasonable warning?

No. Well, it depends. Each state has it's own rules on that topic. In my state, police cars do not need minimal lighting while doing stationary traffic enforcement.

No its not illegal. In fact, they are allowed to have a special "black-out" switch in their car that even turns off the brake lights or any other lights that would usually come on even with the headlights turned off. Just don't speed or get used to the tickets. You also might not want to drive a brand new red sports car. That'll get you ticketed about every other week if you speed because it sticks out like a sore thumb.

No. If it is lawful to park without lights on, as it is in most places in the US, a police car may do so also.

No. The warning is the law, like the posted speed limit.

Cops can do whatever they want to do,As a citizen you have no rights. Before me,if someone was breaking into my house,it would just be broken into, because the cop is more worried about speeding tickets than real crime. Its a money thing.

Your "reasonable warning" is the speed limit sign. The law doesn't apply only when a cop is around to watch you.

nope it's legal (in texas anyway) and why would you need a warning? If you're doing somehting against the law that's your bad and the judge will see it that way also, but you could always get of with a warning or probation if you have a light criminal history.

Have you ever seen a cop doing this? If your house was getting broken into, would you want the cops to give the suspect "a reasonable warning?"

No, its just for stealth purposes to make sure drivers really pay attention to the speed limit without them nosing around.
