I use this site, but it is not perfect. If you translate a sentence, I would say less than a half of it is right. However, if you use this site to translate one word at a time, this works great.

You don't yet have a lot of choice, although there are several projects. The easiest to get to is Google's English-Japanese beta (link below).
I don't read Japanese (I studied Korean for a long time, and used to be able to read the newspaper, but now . . .) I do know that you need (1) an intuitive grasp of the subject to get by the mistranslations and untranslatable parts and (2) a sense of humor for the mistranslations.
