And I only saw this guy at a party for my dads job and I am probably never going to see him again and he was fine but all he did was stare at me when I walk passed him

the guy is probably interested in you but doesnt know how to approach you. it may be that he's looking at you like he's checking you out but he's scared or shy to make a move. i definitely dont think this guy's scared of you. and plus he's your dad's business partner right? so maybe that reason may intimidate him in approaching you so all he can do is stare.

i think when guys do that they are telling you they are very attracted to you. he didnt talk to you for some reason whether it was intimidation shyness or just wasnt the right time or place.
a question for you (please write back) but i notice that men seem to do that more with black women. i see guys (white and black) mesmerized by black girls and they just like stare but alot of them are too intimidated to say something. How do u get there attention like that? I know black women are blessed with very nice bodies so is it just that or a look or a twitch? I am a very good looking woman , not conceited but men dont seem to have animal attraction like that with me (and with other w girls i know

Yes. It might have to do with a physical attraction and a need, and this can create a feeling of awkwardness in boys and even men. It's important for them to learn to overcome that and relate to girls properly.
