What is QUARTZ.dll? I think this component is missing in my pc now i can't open certain movies. What do i do?

I cant open movies w/ Windows Media Player, becoz apparently a 'QUARTZ.dll' component is missing. Is there any way to retrieve it or download it online?

search it over google or better dc++, download it and stick it into the c:/windows/system folder (os system32, i'm not sure)
