If you're talking about burning homemade movies to DVD, Nero should be just fine. Ulead Video Studio is also a good choice and received a high rating from PC Magazine.

try ashampoo burning studio 6, awesome.. much smaller and faster a program than nero and will burn ANYTHING! Uses less resources on the PC and is feature filled. Nero is BLOATED.

if you have a dvd/rw ... drive you dont need to download program/software
just put a dvd (r) in the dvd/rw drive and the dvd movie in the dvd . drive and burn
