Because the micelium has stored a lot of matter and energy in previous days and thunderstorms are the required stimulus that tells them to produce the mushroom, which is the reproductive structure of fungus. Also storms gives fungus the water needed to fill its structure (mushroom) and before it decays releases spores to spread more fungus.

They are growing out of sight all the time. When the rain moistens the soil they send up their reproductive parts, which we call mushrooms, so that they can send spores out into the world. If they send spores out into a dry world, they won't grow.
