If you're so concerned about the initial price of the dog, maybe you should really think about whether you're ready for the responsibility (emotional AND financial) that goes along with dog ownership. Have you considered the cost you will incur in just the first year of having a puppy? Have you totaled the amount of money you will spend on food (particularly if you do what you SHOULD do and buy high quality food), vaccinations, dog toys, crate, dog beds, replacing things the dog destroys, obedience classes, leashes and collars, unexpected vet trips????

If you want any kind of health guarantee you are not going to get it with a cheap dog.
Your best bet is pet finder.com
