over the phone, who doesnt know me. She would be able to picture me if I told her where we saw each other. We made eye contact and she gave me a cutsy smile so thats why I want to call her, but I have no way to see her in person.

(dont ask how I got her #, Phone book?)

so how could I ask her if she would like to go for lunch some time?

just call and be straightforward, unless, you had to do some crazy stuff to get her phone number, then try to bump into her again and then talk to her.
