It can be done with XML Spy software.

XML is already a form of text. If all you want is a .txt file, go to Tools | Folder Options in Explorer and disable "Hide extensions for known file types." Then you can rename it from Foo.xml to Foo.txt.

What text format do you want to convert it to?
