no..isn't that obvious..be nice about it though, it takes a lot of guts to propose1

What is he proposing? Before 2 people even go to the prom together they should know that they at least like eachother.
If you don't like someone and they propose something (surely
you don't mean marriage at your age!) that you're not interested in just say that he's a really good guy, but no- you don't feel any chemistry with him.
I remember when I was 13, a kid asked me to go steady with him and I didn't want to- I just had to tell him that I was too young.
Respect your feelings. And let them be heard. If you hate this kid-
I'd say that hate is probably a strong word, let him down halfway
easy but tell him no thanks. Remind him what a great kid you think he is.
If he's proposing marriage-- or springs a ring of any sort tell him that you can't honestly accept it. You are waaaaaay too young for a committment and would like to still remain single and unattached.

Be as nice as you can be, and let them know the reasons why you can't marry them and hope for the best. And say you will always be the very best of friends, no matter what.

You say no! Dont say yes just to be nice, and then break it off. It will only hurt the person no. Tell him/her that you're not ready to get married yet.
